The government has announced new legislation and regulatory reforms aimed at positioning Ghana as Africa’s digital trade hub.

At the opening of the 2025 National ICT Week Celebration in Accra on August 26, 2025, Deputy Minister of Communications, Digital Technology and Innovation, Mohammed Adam Sukparu, said a new Innovations and Start-up Bill will soon be laid before Parliament to provide incentives and support for entrepreneurs.

He also disclosed that the National Information Technology Agency (NITA) will be transformed into an independent digital regulator with expanded powers to coordinate and regulate the country’s fast-growing digital ecosystem.

“Through these reforms, we will not only digitize government services but also create the enabling environment for private sector innovation, fintech growth, SME participation in e-commerce and cross-border digital trade under AfCFTA,” the Deputy Minister said.

Representing Vice President Prof Naana Jane Opoku-Agyemang, Dr Samuel Ofosu Ampofo said government is investing in broadband infrastructure and digital literacy initiatives such as the One Million Coders Project to prepare the youth for future opportunities.

He also pointed to Ghana’s globally recognized interoperable instant payment system and the Ghana.Gov platform as examples of progress in digital inclusion and e-governance.

In his welcome address, Dr Mark Oliver Kevor, Director-General of NITA, announced that the agency will roll out a Digital Trust Framework and the National Data Exchange Platform to boost secure transactions and data sharing across government and private platforms.

He said the week-long ICT celebration will also see the launch of an E-Commerce Guidebook and discussions on regional integration for digital trade.

Government and stakeholders at the event emphasised the need for stronger collaboration with the private sector, academia and international partners.

Ghana has already signed a Memorandum of Understanding with the UAE to establish the Ghana-UAE Innovation Hub.

Officials say the combined focus on policy, infrastructure, skills and partnerships will help Ghana consolidate its ambition of becoming Africa’s digital trade hub.
