Why GTEC has withdrawn policy on post-retirement contracts

The Ghana Tertiary Education Commission (GTEC) has rescinded its earlier directive on retirement age and post-retirement contracts for senior academic staff in public universities, following government intervention.

The move comes after high-level talks between the Minister for Education and the leadership of the University Teachers Association of Ghana (UTAG), which strongly opposed the policy and highlighted its potential impact on academic staff.

In a letter dated Monday, April 27, 2026, GTEC confirmed that the withdrawal nullifies its earlier directive issued on October 1, 2025.

The commission explained that the decision was taken in compliance with the Minister’s instructions and is intended to pave the way for broader stakeholder consultations.

“In compliance with the Minister’s directive, and pending further consultations with all relevant stakeholders to ensure broad consensus and institutional sustainability, GTEC hereby announces the immediate withdrawal of the attached policy directive,” part of the statement read.

The now-rescinded directive had sought to regulate retirement age thresholds and post-retirement appointments for senior academic staff, sparking debate within the academic community.

UTAG had consistently called for wider consultations before the implementation of any policy affecting conditions of service.

The withdrawal is expected to ease tensions between lecturers and regulators, while signaling a shift towards a more inclusive policy-making approach in the tertiary education sector.

Stakeholders anticipate that upcoming consultations will address concerns around academic experience retention, succession planning, and institutional autonomy.
