The Tema Oil Refinery (TOR) is relying on internally generated funds to finance its operations after stopping the receipt of levy funds, its Managing Director, Edmond Kombat, has said.
Speaking at the Government Accountability Series on Monday, October 26, 2026, Kombat said the refinery no longer receives funds from the levy arrangement that was expected to support its finances, leaving it dependent on revenue generated from its own activities.

“From today, as has been the case since last year, no levy comes to TOR. We are relying on our internally generated funds to do everything,” he said.
He explained that an arrangement introduced under a previous government was expected to channel levy proceeds to TOR to help address its financial challenges.
According to him, some of the funds were reportedly used to settle part of the refinery’s debts, but its outstanding obligations remain unresolved.
“Even though we were told that some of the money was used to pay some of those debts, the issue is still ongoing,” Kombat said.
He added that the Ministry of Finance was working to help the refinery address some of its debt obligations, although he did not disclose the amount involved or when the process would be completed.
TOR has faced financial and operational difficulties over the years, making debt management a key part of efforts to restore the state-owned refinery.
