The CEO of the Ghana Shippers Authority (GSA), Professor Ransford Gyampo, has confirmed that customers will be refunded after an erroneous $1,000 "Emergency Conflict Surcharge" was applied by the shipping line CMA-CGM.
According to him, investigations revealed that the surcharge was applied even before the Middle East conflict broke out.
Professor Gyampo in Facebook post on March 11, 2026, clarified that CMA-CGM’s global invoicing system automatically applied the surcharge following a worldwide announcement to all its agencies to invoke the War Clause Surcharge.

“The shipping lines use a shared center where invoices are generated globally. The shared center automated the system to generate the currently disputed cost line,” Professor Gyampo explained.
The GSA CEO added that the issue is being corrected and that all customers who were mistakenly surcharged will receive a refund from the shipping line.
“This issue is being addressed, and all affected parties will be reimbursed,” he confirmed.
