Parliament has passed a concession agreement for the construction of the Accra-Kumasi Expressway.
The approval gives the Ministry of Roads and Highways the acting right as the contracting authority and the Accra-Kumasi Expressway Limited appointed as the concessionaire.
The approval comes on the back of concerns raised over the deteriorating state of the existing highway which has been plagued by potholes, uneven road surfaces.
Speaking on the floor of Parliament on Wednesday, December 18, 2025, the Minister of Roads and Highways, Kwame Governs Agbodza, assured members of the house that the project would not replace the current highway but would rather serve as a high-standard alternative route for motorists.
He explained that international transport protocols permit tolling on expressways to recover construction costs, provided road users are given a free alternative.

"There’s no road in Ghana that is more important than the road between Accra and Kumasi. And indeed we are doing something that we’ll be proud of maybe in five years,” he said.
The project involves the construction of a new six-lane dual carriageway, expected to enhance road safety, significantly reduce travel time, and offer a more efficient option for commuters.
The minister described the initiative as a critical investment, noting that the Accra–Kumasi corridor remains one of the most important road links in the country.
