Energy sector was 'bleeding' with over $1.5 billion annual losses – Ato Forson

The Minister of Finance, Dr Cassiel Ato Forson, has stated that the current administration inherited a struggling energy sector burdened with annual financial loss of more than $1.5 billion.

‎Speaking in Parliament on Thursday, July 24, during the presentation of the 2025 Mid-Year Budget Review, Dr Forson explained that the energy sector was in a very poor shape, struggling with serious financial gaps and long-standing structural issues.

‎He described the situation as a “bleeding” sector that lacked proper funding and efficient management systems.

‎“We inherited a bleeding energy sector with annual financing shortfalls of $1.5 billion," he said.

‎He said these debt were not just recent but had been building up over time, and by 2023, the energy sector’s debt had become one of the biggest threats to Ghana’s economic stability.

‎According to him, the sector was losing huge amounts of money every year, which placed a heavy burden on the national budget.
