Dr. K.K Sarpong ‘fires’ GNPC Procurement Manager

The Procurement Manager of the Ghana National Petroleum Corporation (GNPC), has been fired according to a letter dated February 4, 2019 sighted by MyNewsGh.com.
The letter which signed by the Chief Executive Officer, Dr Kofi Kodua Sarpong and copied to the General Manager of Administration, General Manager of Legal and Human Resource/ Internal Auditor said the sack was based on observations made by the Central Tender Review Committee of the company.
“As you are no doubt aware, the Public Procurement Authority (PPA) and the Central Tender Review Committee (CTRC) have, in correspondence received recently, indicated challenges with GNPC’s Procurement function.
The Honourable Minister for Energy has, in a letter dated 4th January 2019, (in which you were copied), re-echoed observations made by the Central Tender Review Committee. The management of the Procurement function, has since my assumption of duty in 2017, been under your supervision. You had your own way of managing that function.
For no apparent reason the General Manager (Administration) whose direct responsibility it is to oversee the Procurement function has been marginalised thereby limiting the level of oversight required to manage the Procurement function effectively. This, no doubt, accounts for the Corporation’s inability to meet the procurement standards as set by the PPA and the CTRC.” The letter said.
“I am, with immediate effect, placing the Procurement function under my direct supervision pending the appointment of a substantive Procurement Manager in the next few weeks. Henceforth, all issues regarding Procurement are to be referred to my office. “ he added.
“In the meantime, kindly arrange to hand over to me, without any delay, all such activities as relates to Procurement and please refrain from awarding any new contracts.” The letter directed.
By a copy of this memo, the current Acting Head of the Procurement Department is to furnish me with a status report of the activities of the department”, the letter stated.
