AT Ghana-Telecel Migration: Sam George clarifies government's position

The Minister of Communication, Digital Technology and Innovation, Sam George, has announced that AT Ghana and Telecel Ghana will immediately establish a national roaming agreement to migrate all of AT’s traffic onto Telecel’s network.

He explained that the move is aimed at minimising service disruptions following recent developments in the telecom sector.

“All of AT’s services, voice, SMS, data, and AT Money, remain intact,” the Minister emphasised during a press briefing on September 5, 2025.

Government to merge AT Ghana with Telecel

George commended the “exceptional skills and commitment” of the technical teams of AT Ghana and Telecel Ghana for managing the integration under difficult circumstances.

“This reaffirms our belief that with the right policy direction, Ghanaian engineers have the expertise to handle complex technological challenges,” he said.

He, however, cautioned that some AT customers may experience minor challenges during the traffic migration, though most subscribers are unlikely to notice disruptions.

The National Communications Authority (NCA) and AT Ghana will provide timely updates to address customer concerns.

The government has also appointed KPMG as transaction advisor to guide AT’s future, with the aim of establishing a strong second operator to balance Ghana’s mobile market.

The advisor has been tasked to assess the government’s shareholding in Telecel Ghana and submit a report within 60 days.

On jobs, Sam George assured that all 300 permanent staff of AT will retain their employment, while the future of over 200 contract staff is currently under review.

“I remain committed, on behalf of the government, to protect workers and their families from any adverse situation. There will be no job losses,” he assured.

The Minister stressed that the development should not be mistaken for a merger or acquisition.

“This is not a merger. It is also not an acquisition. We are dealing with a force majeure situation,” he clarified.

He urged stakeholders, including subscribers, tower companies, suppliers, and creditors, to await the outcome of the transaction advisor’s report, which will provide clarity on outstanding debts, services, and AT’s long-term future.
