Uganda: IGG orders over Shs80m refund after officer withdrew salary for a decade

A former clinical officer in Luweero District has agreed to refund more than Shs81 million after investigations by the Inspectorate of Government found that he continued receiving a government salary for nearly a decade while working full-time for a non-governmental organisation.

Investigators found that Habib Hussein, who was attached to Bombo Health Centre III in Luweero District, obtained a full-time job with AIDS Healthcare Foundation Uganda Cares in Masaka District in August 2010 without resigning from the public service.

According to the Inspectorate, Hussein continued to receive government salary from Luweero District Local Government despite not reporting for duty at Bombo Health Centre III for about 10 years.

He only formally resigned from public service in 2020.

The Inspectorate said Hussein irregularly earned Shs81,258,356 in government salary during the period he was absent from duty.

The payments, the investigation noted, contravened the Uganda Public Service Standing Orders, which require public officers to resign before taking up full-time employment elsewhere.

“While at Masaka, Mr Habib Hussein failed to fulfill his obligations to Luweero District Administration,” the Inspectorate said in its findings, noting that the conduct violated Section F-e, paragraph 1 of the public service regulations.

The matter was investigated by the Inspectorate’s Mukono regional office.

During the inquiry, Hussein reportedly expressed willingness to refund the money.

According to a statement from the Inspectorate dated March 10, 2026, the funds will be deposited on the IG asset recovery account held at Bank of Uganda.

Background

Hussein was first appointed clinical officer on probation by the Luweero District Service Commission in June 2006 and deployed to Nyimbwa Health Centre IV.

He was confirmed in service in November 2008 and transferred to Bombo Health Centre III.

However, the Inspectorate said he repeatedly absented himself from duty before taking up full-time employment with the NGO in Masaka in 2010 while still remaining on the government payroll.
