There is love in punishment. I did something wrong and Dad beat me to near pulp. Then he went into his room and wept as i cried. I loved dad more.

It is not necessary, but it is definitely evil, what good does caning do do an errant kid? You should reason with them and you'd be surprised at the results, there is no need playing the big bad man.

Teachers have the mandate to mete out discipline on kids; police officers are not so mandated.

100 kids in a class? In this day and age or you are referring to the past? To the best of my knowledge no more than 40 in a class. I also condone the use of the rod. Its the best medicine.
