SEC boss calls for stronger rules as Africa expands virtual asset participation

Director-General of the Securities and Exchange Commission (SEC), Dr James Klutse Avedzi, has called for stronger regulatory frameworks as African countries deepen their participation in the virtual assets market.

He said Africa’s involvement in virtual assets was already significant, making it important for regulators to ensure that the growing sector operates within clear and appropriate rules.

Dr Avedzi made the remarks on Tuesday, September 29, 2026, at the launch of the African Virtual Assets Summit (AVAS) 2026 in Accra.

“Africa’s participation in virtual assets is already significant. What we need now is to ensure that this participation takes place within appropriate regulatory frameworks,” he said.

According to Dr Avedzi, proper regulation would help Ghana and other African countries benefit from developments in the virtual assets space while providing greater protection for market participants.

He said one area with significant potential was tokenisation, which could open up investment opportunities to a wider group of people and improve liquidity in different markets.

“Tokenisation can broaden access to investment, improve liquidity and connect African assets to a wider pool of investors,” he said.

Dr Avedzi said assets such as real estate, gold, carbon credits and trade receivables could be tokenised to make them accessible to more investors.

He noted that Ghana had already taken steps to provide a legal framework for the sector through the Virtual Asset Service Providers Act, 2025 (Act 1154).

“The Virtual Asset Service Providers Act provides a foundation for the supervised growth of the sector,” he said.

The SEC Director-General said the development of virtual assets must be supported by rules that promote innovation while protecting investors and maintaining confidence in the market.

He said the African Virtual Assets Summit would provide a platform for stakeholders to discuss how the continent could develop a trusted and inclusive virtual asset ecosystem.

AVAS 2026 is scheduled to take place in Accra from November 2 to 3, 2026, under the theme, “Tokenisation: Africa’s Pathway Towards Building a Trusted, Inclusive and Innovative Virtual Asset Ecosystem.”

The summit will focus on issues including tokenisation, stablecoins, anti-money laundering and counter-terrorist financing, cybersecurity, investor protection and regulatory frameworks.
