The bishop has gotten confused with these two words: healing and cure.

Whilst healing has religious connotation dealing with the spiritual aspect of the body, cure deals with the physical well being/victory over the very same body.

The process of recuperation after a successful surgery, childbirth, a fall, and all forms of catastrophies/incidents/accidents,
etc could fall directly under the very 'healing' the bishop is attributing to God.

On the contrary, there is no such thing as God's healing, and divine intervention of oneself without medication, therapy, dialysis and any form of medical advice and get away with it.
The essence why such countries mentioned lives longer.

Besides, everybody has the inevitable appointment with death. Taking care of the body by way of medicine and self awareness prolongs lives. God does not control death or life. We are born and die as dictated by law of nature.
Nature has a part of what happens to the body, God doesn't. Twisted huh?
