PUBLIC SECTOR CAN ONLY BE REFORMED, WHEN IT ENBRACES MIDDLE LEVEL PROFESSIONAL SKILLS TRAINING AND EDUCATION OF THREE YEARS WITH
SEVENTY( PERCENT ON THE JOB TRAINING
AND THIRTY PERCENT CLASSROOM WORK, AND WITH PRACTICAL AND ORAL EXAMINATION
BEFORE THEY ARE ABSORBED AT THE CIVIL SERVICE.

THE NATION GHANA DOES NIT HAVE TO CONTINUE TO EMPLOY CLERICAL
ASSISTANTS AND OFFICERS AND FOR THEM TO RISE TI CHIEF DIRECTORS.
THESE POSITIONS ARE NOT
PROFESSIONAL TITLES, HENCE,THE CONTINUED CHAOS AND MESS AT THE PUBLIC SECTOR.

ONE CANNOT BUILD A MODERN FACTIRY AND HAND IT OVER TO UNQUALIFIED AND UNSKILLED WORKERS TO RUN.

AND THIS IS EXACTLY WHAT IS GOING AT THE PUBLIC SECTOR, A PRIMITIVE SYSTEM HANDED OVER TO GHANA BY THE DEPARTING COLONOAL ADMINSTRATION SIXTY ONE YEARS AGO.
