Dr. Samuel Duh, you hit the nail right on its head. I one hundred per cent agree with you. I don't know how Akufo-Addo and his advisers are thinking. How they and the advocates of the creation of those new regions can't see the huge amount to be involved in the creation beats one's imagination.
For one thing, the President's decision that the referenda will take place only in the areas of the proposed new regions is toally wrong. That President Nkrumah and his administration had the 1956 plebicite limited to the people of British Togoland does not mean that that was right.  In fact, they were wrong; they were unfair to the entire citizenry of the Gold Coast. Whatever happend in British Togoland in their decision to unite with the Gold Coast to become Ghana upon its independence directly or indirectly affected them all. Therefore all the citizens of the whole country must take part in the referanda.
In case of the creation of a new region out of the Volta Region, Akufo-Addo has argued that the proposed Oti region will unite the the two regions. He has also asserted that there is no ethnic consideration in his decsion; according to him, it's all for the purpsoe of development. These are two big lies. How does it make sense that the people of the Volta Region have all these years lived as one people in harmony with one another and then you come and physically divide them and then you say that you're unitmg them? How does that make sense?
Secondly, Akufo-Addo is intentionally separating them on ethnic grounds while hiding behind the claim of development. If indeed the purpose of the creation of the new Oti Region is strictly devopment, then it must not incorporate only the Akan and the Buem areas. What the advocates of the creation of the new Oti Region aim at is to separate from the Ewe people. Otherwise, they would include the Hohoe municipality in the proposed new region, because it is much closer to the new region than to Ho. In that case the advocates of the creation of the new region wouldn't have rushed to select the new name 'Oti' for the region. Why 'Oti' in the first place?
