Why do we, as nation, take a step forward and three steps backwards? In this modern era no civilized nation aspire to build public toilets. What we need to do in Ghana is know and understand the power of government institutions, why they exist and why they deserve our respect, cooperation and must have have prosecution powers. The agency tasked with building construction inspections should also implement laws that says this. Any structural renovation to an existing structure will have to retroactively meet indoor plumbing regulations.
We cannot have home owners and property managers keep adding rooms for rent/lease unto their property while they fail to include and provide restrooms/showers to tenants because there is an expectation of public toilets somewhere in the community. That kind of living is what breeds use of open spaces as toilets and dumping of household trash. Let's have building codes that include businesses that meet some specified square footage provide male and female public restrooms and homes of some minimal occupancy numbers compelled to include indoor plumbing and restroom. We cannot live in a Ghana where cell phones are more valued than bathrooms and be proud of this arrangement.
