Alhassan, I am sure you belong to the smaller parties in Ghana and that is why you are calling for proportional representation (PR) for of government. The idea is bad and dangerous and should not be encouraged. In fact, those elected are not true representative of the people but those of political parties. Unlike the Winner Takes All where there are primaries and therefore the candidates are elected by at least, part of the electorate, in PR, the candidates or those on the party list are selected by the party leadership.
I am not sure where you got your information from but from experience in the UK, PR does not increase voter turn out but the other way round. UK uses PR for the European Parliament but Winner Takes All for national elections. National election turn out are always higher than European elections.
PR is dangerous because it gives anti-establishment and racist, fascist, homophobia and any anti-whatever parties a platform in government to raise funds for their propaganda as it happened in Europe during the recent European elections.
Last but not the least, PR form of government causes instability in government. Coalition governments or PR legislatures are forums for conflict as often majority decisions on bills and Executive proposals are difficult to secure because of lack of consensus. This often leads to vote of no confidence in the Executive and resignation of government, which could also lead to unnecessary but expensive elections. With Ghana's financial situation, it would be catastrophic for elections to be held often than required because of PR.
Say NO to PR and Coalition Government in Ghana. Winner Take All is the best form of government and it should be maintained in Ghana.
However, the appointment onto public bodies should not be done by the President and ministers as is currently done. Under the current system, party members who have no experience and are unqualified are appointed instead of qualified and experienced Ghanaians irrespective of their political affiliations. Instead, appointment onto public bodies such as Chief Executives and board member should be done by an Independent Public Appointment Commission who would carry out the selection processes and recommend at least, three or two candidates to the President or Minister to make the final decision, so that only qualified and experience people would be appointed onto public bodies such as the ECG.
Ghana rejected PR for of government in the 1970s (Kutu Achaempong's Union Government), so I do not understand why retired Justice Emile Short and others are using IEA to smuggle PR government into the Constitution. It dangerous and should not be encouraged.
