If Sally is so keen to pay taxes to the government of Ghana, or reduce the debt of Tema Oil Refinery, she can write out a cheque right now. But wouldn't this make life easier for a "bunch of educated greedy people who care less about the poor Ghanaian but thmselves".

The important thing for Ghana is that she receives at least one cedi of value for every cedi of petrol, diesel or other oil product that is consumed. The easiest method of ensuring this is through the price mechanism.

Though not living in Ghana (and not even Ghanaian) I expect to pay at least 500,000 cedis in income tax to the Ghanaian exchequer this year. I understand that the average per capita income in Upper East region was 800,000 cedis last year.
