IS THE WRITER A STRANGER?

By tradition, the Opposition Party Chairs the Public Accounts Committee. This is to avoid a situation where the ruling party also chairs the Committee that is meant to scrutiniise the financial decisions and management of the goverment. Sadly, because Ghana's public acconts are audited in arrears, it happens that though NPP is in opposition, a member of the party is now Chairing the Public Accounts Committee to scrutinise the accounts of the past NPP government. That is clearly defeatist. Unless the body that audits public accounts can catch up and be up to date with auditing of all public account, who chairs the Parliamentary Public Accounts Committee should be decided on which governemnt's accounts is being scrutinised by the Committee. If it is that under NPP government then the NDC should chair the committee whether they are in government or opposition and vice versa.
