It all started when the first post colonial government,that came to power when the country was rich enough to loan 10million pounds to guinea,instead of allocating resources towards achieving nationwide mechanized agriculture and infrastructures in deprived areas,rather developed a whole new city with mega harbor to facilitate imports substituting industrialisation.
Mechanized agriculture would make it efficient by releasing too many workers tied up in agriculture to new jobs.
With too many workers in agriculture who are poor and incapable of paying taxes,it's not far fetched to see why the government is borrowing all the time to build infrastructures.
The spending level of the government in ghana is not compatible with peasant farming economy.
