Thiis contractor must be arrested like a thief in the night. Keep him in a cell. Then bring him to a meeting with ucc president or staff and the minister of culture, tourism and heritage and ask him. Why didn't u do as per ucc advised u to do? If u couldn't do as per ucc advised. Why didn't u give the property back to the state, the regional minister, tourism minister or president? Why r u keeping the keys? Get a new contrcator to do as per ucc' advice and then have a ceremony involving the minister of tourism, regional minister, Pres. Mills' family and hand the keys to ucc.
