He only hated Mills as a president, because Mills had the backing of the Ahwois who made sure Mills didn't give in to JJ's demands. Of course, Mills personality was perfect for JJ, Mills was a far cry from Arkaah who could express his opinions as against Mills who was just a yes man when VP.
