JJ after Arkaah beatings wanted a scaredy cat like Mills who sits in JJ meetings and only nods his head because he was afraid to speak his mind. That is the personality that JJ is talking about. Thanks to the Ahwois who pushed back on JJ's nonsense when Mills was in power. Mills was not a politician, he belonged in the classroom.
