Oil trade is what gives the dollar it's strength, an arrangement that was made between the House of Saud and The Federal Reserve/US. You take that out, the dollar is just like any other currency because America also imports. What you should be looking at is what is happening between the world's largest importer of crude and gas because of the terrific size of their economy and one of the world's largest supplier of crude and gas in the East, and what this holds for stability in the global economy in the face of such movements. But you do have a point about looking at import substitution.
