The sleazy ones are in the wings watching, and hoping those unaware will be caught in this trap. Once the vehicle is siezed, they may be auctioned for far less than the Customs were busy trying to collect as duty, in the first place.
It's a damn shame.
Even our parliamentarians are quiet on the issue, instead of doing something about it.
Customs hides behind the excuse that they are not the ones who passed the law on Revenue generation and duties on vehicles.

Most of the owners abandoned their vehicles because of the frustration at the port and the pull him Down syndrome in our society. If government is honest- past and present the problems at the port would have been fixed a long time ago. The system has to allow for the payment of duty if it is legal electronically or to a government account published daily to see the revenue level and just eliminate the filthy hands at the port.

It is a job killing policy and Ghanaians should not be surprise to see unemployment skyrocketing.The government cannot tax its way out out of poverty. This is beyond normal human understanding. I brought a Van to Ghana from USA. The agent used the bill of laden to calculate the tax to be GHC 4820. When I went to pay for the duty, I was told that it has been increased to GHC 8943.60. The amount of money used to buy the Van was far below the duty I had to pay. When I went to take the van, one custom officer said he wanted the van for his family use. These are the dubious ways they use to inflate the duties, so that if the owners are not able to clear the cars they auction then to their favourites far below the duty amount. The second problem is the numerous clearing agents who want to use cheap means to take away money from the importers. What makes me sick is that a whole Government does not have bank account. For the selfish means, duties are paid into the accounts of clearing agents and government after government sit down unconcern and allow these agents to DUPE importers.

The payment of duty by installments is not new to the Ghana Customs. Under a similar plan, my understanding was that a portion of the Duty was allowed to be paid in that way. If it is no longer being done, it is probably because Ghanaians have abused the system.
I am however against the basis of the high duty.
It starts off with a discount 50% off the base price of the car when it was new, regardless of how old the vehicle is. The derived amount is then subjected to various percentages/rates set for assorted taxes, based on engine capacity. This is what makes it possible for one to owe duty that is more than the purchase price of the car.
Since Customs uses the excuse that they only act on the law passed by our legislature, our parliamentarians should take up the task of revising this whole system. Instead that is not happening.
