First, let us start with precedence. Before the the Upper West was carved out of the then Upper Region was there anything like referendum for all the people in the Upper Region? The answer is a big No. Secondly, in the creation of new districts, are people in the old district given the chance to decide whether to allow the carving out of a new district? The answer is another big NO. Ghana is not a Federal System where a state may claim that it might have invested so much in a new region or state. We are rather a centralised system and if the central government, who invests directly in the various districts, has decided to split and reclassify regions for easy administration, who born dog to protest. Thirdly, by the 1992 constitution administrative power is vested in the District Assemblies and not the regions and that is why we don't elect people to represent us at the regional level. The regions are only there to play a supervisory role. It is only the people in the districts who are going to join the new region have the power to challenge their separation through a referendum. So, you see, the NDC man who is sending the case to the Supreme Court has no case but trying to delay the process.
