I think Mr. Inusah Fuseini got it wrong because you do intelligent gathering if BNI get a tip-off about a criminal activity by someone or a group. But you act quickly and swiftly if the planner or the person announce it in public. This is because if anything happens before the intelligent gathering, the security forces (BNI) will be blame for being "slow to act".
