The same Police Officers are working with Families of the Suspects to force the Victim's family to settle. The Police ALWAYS get a piece of the Settlement.

Otherwise, this is a CRIMINAL OFFENSE. The Police does not need the permission or co-operation of the Victim's Family to proecute.
