You're very naive, I guess. It's unfortunate the kinds of laws we enact in this country. Drivers r always ready to pay because of the way they r treated at the court after being detained at the cells for mere traffic offence. ...

It is ridiculous! it can not be true.
As someone's comment suggested, perhaps, the occupants were involved in something more serious like drugs, robbery, etc or purely business as suggested by the police PRO.
No officer will demand that money for talking on phone and no civilian will will ever give that much money as a bribe for talking on phone whiles driving.
I will not be surprise to hear later that, the vehicle they were driven is actually a stolen car......

Between 4.30am and 6.00am everyday police personnel are stationed at vantage points throughout Kumasi to collect money from commercial drivers. Nobody checks them and this is affecting the fortunes of the NPP Government.Corruption galore,corruption all over the place, why.
