  I agree with the president that LEAP should not be an entire life programme to the beneficiary. It is one of the areas the government is spending huge sums of money for no returns and I think it the people should be empowere ...

  I agree with the president that LEAP should not be an entire life programme to the beneficiary. It is one of the areas the government is spending huge sums of money for no returns and I think it the people should be empowered once and for all to take care of themselves
