  Prof, you are right on the issue of duration but got it wrong on ownership and management. As for you these NPP people, solutions to every social problem is in privatisation. Will private enterprise provide SHS for free. Does that not contradict your party's propaganda policy of FREE BASIC EDUCATION? In any case, in every jurisdiction around the world, the state assumes some responsibility for education and in Ghana it is a constitutional responsibility. Let's be real. Given the right teaching and learning materials, good tuition, good environment, proper supervision and supportive home etc, the quality of education will improve.
