Your argument would have implicitly been meritorious if in the stage of those countries development, where Ghana finds itself, as a third world backwater which sought to change it's circumstances, but Mahama speedily returned us back there, the number of their Ministers had remained constant throughout their developmental history taken all other factors into consideration ie civil service, decentralized governance system etc, etc.
I would humbly submit that might not be the case. A system built already to be robust, responsive and efficient as these countries are, can afford to the liberty of such numbers.
Maybe your argument should have been what innovative measures could be adopted from these G7 countries that would have reasonable applicability within our unique circumstances to better serve our development goals and leapfrog our progress and usher us into the brackets of those advanced countries and most importantly, whether that has been done, would be done and is being done.

Ghana is not that much technologically advanced. For example, our Agric system is terribly manual. One farmer in the US, Japan or Germany using their highly mechanized farming approach, can produce in one year what will take 10,000 farmers in Ghana to churn out in 10 years.
That is why we still import food. They are able to easily meet their food supplies requirement using only a few farmers and export the overflow to us for foreign exchange.

Secondly, maybe a better economic categorization would have made sense instead of the more colloquial term of a third world country. But basically it is because of it's federal system of government.
Sycophant I am definitely not. The size of the gov't is huge. Some of the ministers do not need the number of deputies for example Information. But looking at the ministries with say about three deputies example energy, agriculture etc, it clearly shows the focus and priorities of the gov't n addressing what it believes needs to be tackled head-on, to critically address the intractable challenges holding down the economy and to create the needed boost badly needed to push the economy along whilst creating jobs and reducing the bulging unemployment situation.
My job is to wait and see what the impact of such interventions would do for the economy and that does not make me a sycophant.
Allow yourself the opportunity to think a bit, it is a healthy habit.
