    Yes Policies should be put in place. The Environmental Protection Agency should put Health & Safety measures in place and enforce that.

    As soon as the tanker arrives at the forecourt of the petrol stations a member of staff at the station checks with the driver whether the safety measures are in place. Very simple guys to implement.
