The CHRAJ `s independence is guaranteed under the 1992 Constitution and is not subject to the control of any government department or person.
The CHRAJ is obliged to report annually to Parliament.
## Parliament may debate the report and pass resolutions, but it cannot change any of the decisions of the commission or dictate staff recruitment or procedural regulations by the CHRAJ.
The CHRAJ possesses broad investigative powers, including the ability to investigate complaints concerning:
87. the violation of fundamental human rights, injustice, corruption, abuse of power and unfair treatment of any person by a serving public officer;
88. unequal access in recruitment or services by state agencies, including the civil service, the armed forces, the police, and prison services;
89. practices and actions by persons, private enterprises and other institutions that violate fundamental Constitutional rights and freedoms;
90. corruption and misappropriation of public moneys by officials
More importantly, the CHRAJ is also vested with strong enforcement powers under Section 8 of the Commission on Human Rights and Administrative Justice Act, including the power to issue subpoenas for the attendance of a witness or any relevant information or evidence and the ability to pursue contempt charges in the courts against any person failing to obey its request.
The CHRAJ is empowered to enforce a remedy "through such means as are fair, proper and effective."

"A former Clerk of Parliament has said Speaker Edward Doe Adjaho erred in his outright dismissal of a motion brought before him by the Minority in respect of the controversial Ford gift scandal involving President John Mahama.
Stephen Darkwa who served in the House from 1961 to 1997 said Parliament is the highest forum to debate matters and the best the Speaker could have done on the controversial Ford scandal was to have the matter debated."
What is so different about Mr. Duodu's article and the statement by Mr. Stephen Darkwa? It is true, empty barrels make the most noise.

As I have always maintained, we in Africa take take tried, tested and true democratic institution like the Parliament, a system that has worked well in many civilized countries, then we add our black disposition and crude elements to destroy it then turn around and blame the imperialists and colonialists for foisting these institutions upon us.
Whereas these same institutions have worked flawlessly in Asia down to Central and South America and even in some breakaway communist states in the former Soviet Union, the calamitous African bereft of all decency, and atrocious by inclination will wantonly destroy these august institutions for duplicitous reasons.
