  The most powerful body of the UN is the security council because they have been charged with "primary responsibility for the maintenance of international peace and security." but its records so far point to the contrary.
  
  The failure of the UN to leave up to its CHAPTER VII obligation for a high command had meant the security council calls the short and determines what constitute breach of of the UN charter and provides its troops if necessary.Apart from the 5 permanent members the other members only make up the numbers.
  
  Determining these breaches had become a game of geopolitical interest and shoring up spheres of influence hence the reckless use of vetoes.
  
  To the US Israel does no wrong and its veto is available to ensure no one gets to them.We should also not deceive ourselves that decision of the organization are democratic since the twisting of arms had meant that the poor countries especially Africa have no choice than to tow their line.
  
  The case of Libya is a typical example where for no evidence and deception perhaps out of our naivety this arm twisting led Africa to vote against their own thereby making a great Africa state a failed one.
  
  The threat of withdrawing aids has given Africa very little option than to look and stair.Until there is reform the big bullies will continue to have their way whilst we look on like helpless children
