Yes you are right on the money on the advice of government to have a centralized data bank. However, a centralized system starts with a network backbone infrastructure that should be capable of meeting growth, expansions and above all designed to withstand disruptions by accidental or designed sabotage.
Where in Ghana do we know of a minimal of 48 strands of fiber optic lines running through neighborhoods or at a central data warehouse where there is an alternate fiber network feed should the main line of fiber get cut accidentally? It must be also said that Ghana would need a system of continuous and uninterrupted sources of electricity to drive data centers as well as sub stations driven by switches.
The problems we face can be seen clearly if one should open their eyes and examine the poorly installed network system at the ministries complex buildings. Network lines at multi-level buildings at the ministries office complexes are driven by copper cables which tells me there was not a care for bandwidth issues, future growth and expansions. In this industry retrofit cost money and it is always better to get it on the first try and we failed.

banks creat money, they do so through credit.
