I like Mrs Amuzu's linkage that "Mrs Emma Amuzu, in-charge of HIV/AIDS at the Hohoe Municipal Hospital, said there was direct correlation between HIV and substance abuse, including tobacco smoking."
There is also a direct correlation between substance abuse including tobacco use. Maybe, we should concentrate our efforts on fighting poverty. After all isn't poverty the underlying cause of most public health problems?

Smoking not human right! Smoking is a killer and we should not play politics with it. Ban it and you will be blessed. Smoking is not a human right, it is human nuisance. Please ban it if you have fellow feeling.
