WHERE HAVE YOU BEEN, NII??????

I can not decipher any socialist ideas in Nii's article. Can you help me to identify them please? If some one advocates for the poor, does that make that person a socialist? If some one criticizes a neo-colonial menatlity in Ghana does it make one a socialist? Who is a socialist anyway? Was Thomas Jefferson a socialist when he criticized imperial Britain for its exploitative behaviour in the United States? Is Tony Blair a socialist for increasing the minimum wage in Britain? Is Mrs. Blair a socalist for describing the economically depressing conditions in which Palestinians live? Is Canada a socialist country merely because it offers services to the disabled and provides welfare payment to single mothers? Is socialism a political or economic philosophy? I guess people pin this socialist label on others without thinking critically about what constututes socialism. I remember from my readings of socialism that it's an economic philosophy and, it consists of the following fundamental ideas:
1.State control and regulation of the MEANS of production;
2.No private ownership of the MEANS of production is allowed;
3. The prices of consumption goods are regulated, so are production inputs;
4. No markets are allowed--- markets that allocate resources of land, labour, capital, and technology;
5. Central planning of resouces allocation and consumption.
Nii does not espouse any of these ideas directly or indirectly in his article.Please read his article carefully.
