The Brong Ahafo Regional Minister, Mr Paul Evans Aidoo, has urged metropolitan, municipal and district co-ordinating directors (MMDCDs) to exhibit strong ethical standards to resist all corrupt practices in the assemblies.
He further urged them to strictly follow all laid-down rules and regulations to ensure efficiency and productivity at the metropolitan, municipal and district levels.
Mr Aidoo, who is also the Member of Parliament for Sefwi-Wiawso in the Western Region, said this in a speech read on his behalf by Mr Felix B. Chaahah, the Chief Director and the Brong Ahafo Regional Co-ordinating Director (RCD), at the opening of a day’s conference for co-ordinating directors in the Brong-Ahafo and Ashanti regions in Sunyani last Friday.
The conference was organised by the Local Government Service Secretariat (LGSS) to brief the MMDCDs on the new local government policy initiatives and to obtain feedback from them.
It was also to discuss some pertinent issues that had come up in the field reports during monitoring by the LGSS and to share ideas for best practices.
Mr Aidoo, in his address, said MMDCDs were in charge of the day-to-day administration of the assemblies and, therefore, were expected to harmonise the plans and programmes of assemblies to ensure that there was an integrated and collective approach to development.
He noted that service delivery at the district level required efficient human resource and sustained capacity development since capacity development at that level was important to any decentralisation process.
Consequently, Mr Aidoo stated that the role of co-ordinating directors as significant contributors to the effective implementation of the decentralisation process could not be under-estimated.
That, he said, made it imperative for co-ordinating directors to be equipped with the requisite capacity to handle changes in circumstances at the national and local levels.
The Head of LGSS, Mr Calistus Mahama, for his part, urged MMDCDs to exhibit good leadership qualities and skills for their subordinates to emulate and to check the rampant absenteeism among their staff, which is seriously affecting service delivery to the people at the local level.
He tasked the MMDCDs to be proactive and respond to the needs of the people at the local level and find innovative ways to generate their own revenue to run the activities of their assemblies, instead of relying heavily on funds from the central government.
