What do you mean by "1030 hours"? Don't spoil your story by making "show-off" statements your readers cannot understand.
No ordinary person even in any of the English-as-a-first-language countries of UK, Canada, USA, South Africa, Australia, and New Zealand would understand what "1030 hours" means. But they would understand "10:30 am". So, why don't you just say "10:30 am" instead of "1030 hours?
