    System improvement so a camera hidden inside the rear view mirror takes pictures of the criminal and sends that to the tracking company. Will help locate the thieves later.

    Citizens must report criminal cases especially serious ones like arm robbery. Once reported government must be in charge and guide the procedure to deal with the case. Victims don't own criminal cases.

    Yes,police on behalf of govt.thats why i said the police should have taken over rather than act as recovery agents for the vehicle.they had opportunity as soon as the owner contacted them for help
