Job Description:
â?¢ Manage HR administration such as contracts, letters and personnel files
â?¢ Ensure accurate information is fed into the bespoke HR.Net system

Job Requirements:

This position is contingent upon RTIâ??s successful bid for the anticipated project, funded by the World Bank to develop an integrated e-justice system to improve on the effectiveness and efficiency of the justice system in Ghana. Applications are invited from qualified candidates for the following position:

General Responsibilities:

This position will develop and/or maintain system documentation including business requirements, and project process documentation, training plans, test plans, quality assurance and contingency operations plans, and reports. This individual will be expected to provide expertise and hands-on participation with the SDLC activities. This position will report directly to the Project Manager.

Specific Responsibilities:

Work with stakeholders and review/analyze existing documentation or system artifacts to document business system requirements and processes, develop process models, and document requirements for the development and implementation of an e-Justice Case Management System.

Gather, define, analyze, and review business processes and requirements for creation of business rules, functional specs and process flow diagrams as well as non- functional requirements, such as usability, reliability, and performance
Develop and maintain detailed, clear and well organized functional documents (system requirements, test plans, test cases, training or user acceptance testing plans, support guides, reports etc.).
Perform gap analysis, identify and document deficiencies in system documentation (e.g. missing or ambiguous requirements) identified during the development and testing phase.
Execute tests, validating test results and logging/tracking related defects.
Comply with all RTI policies and procedures


Qualifications


Bachelor's degree in computer science or relevant field with at least 6 years of experience or a Masterâ??s degree with 4 years of experience.
Experience in eliciting and extracting detailed business requirements from customer/project stakeholders or system artifacts.
Experience with systems related to criminal justice processing (including but not limited to: case management systems, dispute resolution)
Experience working with: Ghana Ministry of Justice, any judicial case management systems or a criminal justice system is highly preferred.
Ability to work as a team player with excellent verbal and written communication skills.
Create data dictionary, entity relationship diagrams and data mapping docs.
This is a local position no relocation or international benefits are available.

General Responsibilities:

The Finance and Administrative Manager will provide finance and administrative management support for RTIâ??s local project operations under the supervision of the RTI Project Manager. S/he will be responsible for accounting and reporting on project finances according to RTI and US Government regulations and will ensure compliance with RTI and U.S. Government guidelines and procedures.

Specific Responsibilities:

Accounting, bank reconciliation and reporting to RTI HQ
Management of petty cash and bank account
Managing subcontractor invoices and payments in compliance with RTI Policies and Procedures (P&P) and in coordination with RTI Headquarters (HQ)
Developing office policies and procedures in accordance with RTI P&P, Government of Ghana, and World Bank regulations
Management of consultant agreements, ensuring that time is properly reporting and deliverables met in cooperation with the Project Manager
Supervision of support staff (Program assistant, driver)
Managing overall budget with the Project Manager â?? monthly financial reports for management, quarterly financial reports to the client, reviewing monthly budget and projections with the Project Manager
Preparation of year end accounts
Managing workshops/meeting logistics
Supervising the use of project vehicles and equipment
Administering payroll and benefits
Producing quarterly and other ad hoc financial reports as needed
Handling communications with the client concerning office space and other operational issues
Managing payments to vendors in compliance with RTI P&P
Issuance of purchase orders and supervision of procurement of all goods and services
Keeping the Project Manager and RTI HQ technical and financial manager informed of any issues
Communicating regularly with designated client project management to ensure smooth operations




Qualifications
Minimum of Masterâ??s Degree + 6 years experience or Bachelorâ??s Degree + 10 years experience
University degree in management, finance, business, or similar field
Demonstrated experience managing operational, administrative and/or financial duties for donor-funded projects
Knowledge of Government of Ghana and World Bank project procedures, including financial management, and reporting is preferred
Strong oral and written communication skills and teamwork ability.
Experience using QuickBooks preferred
