Invariably, workers who pay at source have their tax deducted, promptly, from their wages by the companies they work for, yet some of these companies fail to comply with the law to honour their own tax obligations. But, Some of the owners of those companies rather find it convenient to blame government for lack of investment in infrastructure and utility.

I agree with you. We complain about lack of development and infrastructure, yet we refuse to pay taxes.
I don't think shutting down the companies is enough. The money needs to be retrieved or they face jail time.

We have robbed mother Ghana of too much taxes. The tax laws should be enforced and revenue collected need to be transparent and accounted for if we want want to develop.
We often complain about lack of maintenance culture but we forget that we need money for that.
We are quick to talk about accountability but we are almost silent about paying our taxes.
If you paid your taxes in 2012,mother Ghana says thanks.

Some of these companies may be owing 4,5,6 or more years worth of VAT. They have refused to pay after persistent reminders over the years. They are using the VAT money to run their businesses.
VAT is government money paid by me and you when we buy goods and services. The job of the companies is to collect the VAT from us and pass it on to the government.
It is NOT a tax on profits or their businesses, which is corporation or income tax.
Many businesses see VAT money as interest free loans.
In some countries, company directors are jailed for non-payment of VAT.
The government needs the VAT money for the health, education and social services we complain so much about.
